Recherche-D\u00e9veloppement<\/strong>\u2026 Il s\u2019agissait d\u2019alimenter la capacit\u00e9 d\u2019innovation des industriels fran\u00e7ais, l\u2019enjeu-cl\u00e9 pour l\u2019avenir.En 2018, la fili\u00e8re perd le contr\u00f4le d\u2019une dimension strat\u00e9gique essentielle pour elle : le choix de la motorisation et du \u00ab\u00a0mix \u00e9nerg\u00e9tique\u00a0\u00bb propos\u00e9 au march\u00e9.<strong>\u00a0Le d\u00e9veloppement d\u2019une \u00e9lectromobilit\u00e9 efficace et \u00e9conomiquement viable devient prioritaire.<\/strong>\n<p>En 2021, la chute historique de l\u2019activit\u00e9 et la fragilisation de nombre d\u2019acteurs majeurs rebat les cartes. En 2017, la course \u00e0 l\u2019innovation justifiait tous les efforts et faisait des m\u00e9tiers de l\u2019ing\u00e9nierie et de l\u2019expertise num\u00e9rique l\u2019actif strat\u00e9gique par excellence pour les grandes entreprises de la fili\u00e8re.<\/p>\n<p><strong>En 2021, les constructeurs renoncent au thermique et d\u00e9sinvestissent cette technologie<\/strong>. Une politique industrielle volontariste est n\u00e9cessaire pour mettre fin \u00e0 ce cycle d\u2019affaiblissement.<\/p>\n<p>Elle requiert une prise de conscience collective des acteurs :\u00a0<strong>Etat, industriels, partenaires sociaux<\/strong>, et la mise en place rapide d\u2019actions aussi structurelles que la remise \u00e0 plat des relations inter-entreprises, la d\u00e9finition de\u00a0<strong>strat\u00e9gies collectives<\/strong>\u00a0et moyen-long terme\u00a0<strong>d\u2019innovation, la mobilisation de l\u2019enseignement sup\u00e9rieur et de la recherche publique<\/strong>\u00a0en soutien \u00e0 cette industrie, un effort consid\u00e9rable de d\u00e9veloppement des comp\u00e9tences disponibles, l\u2019alignement des structures de co\u00fbt fiscal sur celle de nos voisins.<\/p>\n<p>On ne gagne pas une comp\u00e9tition et encore moins une guerre \u00e9conomique en reculant ; les faiblesses sp\u00e9cifiques de la fili\u00e8re fran\u00e7aise ne sont pas n\u00e9es d\u2019une conjoncture d\u00e9favorable mais d\u2019un\u00a0<strong>environnement \u00e9conomique moins comp\u00e9titif qu\u2019ailleurs en Europe<\/strong>, de\u00a0<strong>strat\u00e9gies inadapt\u00e9es<\/strong>, de l\u2019a<strong>bsence de concertation et l\u2019\u00e9parpillement et de la non-convergence des ressources<\/strong>.<\/p>\n<p>La crise actuelle des semi-conducteurs, qui frappe particuli\u00e8rement un pays o\u00f9 sont pourtant\u00a0<strong>implant\u00e9s deux acteurs historiques de l\u2019\u00e9lectronique<\/strong>\u00a0<em>(Schneider, ST Microelectronics)<\/em>\u00a0illustre bien l\u2019incapacit\u00e9 de l\u2019automobile fran\u00e7aise \u00e0 instaurer un\u00a0<strong>cadre partenarial fiable<\/strong>, s\u00e9curisant pour les partenaires industriels et la fili\u00e8re elle-m\u00eame et permettant ainsi aux \u00e9lectroniciens de\u00a0<strong>pr\u00e9voir les investissements \u2013 consid\u00e9rables \u2013<\/strong>\u00a0n\u00e9cessaires \u00e0 la satisfaction des besoins de ces clients nationaux.<\/p>\n<p>Ce qui se joue \u00e0 pr\u00e9sent n\u2019est ni l\u2019<strong>accompagnement de difficult\u00e9s ni un \u00ab\u00a0coup de pouce\u00a0\u00bb \u00e0 la comp\u00e9titivit\u00e9-co\u00fbt<\/strong>\u00a0mais l\u2019<strong>avenir d\u2019une fili\u00e8re essentielle<\/strong>.
